FROM THE DESK OF MELISSA SMITH
Great Lakes Wildlife Alliance
February 16, 2026
They’re not even waiting for federal delisting.
On February 25th – just 9 days from now – Rob Bohmann, Chair of the Wisconsin Conservation Congress, will present a resolution to the Natural Resources Board that would authorize trained hound packs to “relocate” wolves from farms and conflict areas.
Let me translate that bullshit for you: They want to chase wolves with dogs.
And now they’re coming for bobcats at night.
The Triple Threat to Wisconsin Wildlife
- SB665 – Force DNR to set wolf population cap (passed Senate Feb 11, heading to Assembly)
- Corky Meyer Resolution – Authorize hounds to chase wolves (NRB vote Feb 25)
- Night Hunting for Bobcats – Spring Hearing Question to allow bobcat hunting at night with calls
Night Hunting for Bobcats: The Latest Attack

Here’s what they’re proposing for the April Spring Hearing:
Translation: Since we can already hunt other furbearers at night, why not add bobcats to the kill list?
The following video shows the reality of bobcat hunting
Look at the stare in these animals’ eyes. This is animal fighting and they know it.
This is what they want to expand to night hunting.
Why this matters: Bobcats are already under pressure from habitat loss and trapping. Adding night hunting with calls means:
- Hunters using electronic calls to lure bobcats at night
- Increased harvest success rates
- Longer wait times for bobcat permits (because more will be killed)
- Yet another species subjected to maximum exploitation
This is animal fighting. They know it. We know it. Now you know it.
The Wolf Persecution Package
Just 5 days ago (February 11), the Wisconsin Senate passed SB665 by a 19-14 vote – a bill that would force the DNR to set a hard wolf population cap.
Here’s how the kill machine works:
- Step 1: Force a population cap (SB665 – heading to Assembly now)
- Step 2: Authorize hounds to “move” wolves (Corky Meyer resolution – NRB vote Feb 25)
- Step 3: Pass HR 845 federally (already passed House, moving to Senate)
- Step 4: Delist wolves and unleash hell
The lower the cap, the more wolves can be killed. And now they want hounds chasing wolves year-round under the guise of “non-lethal management.”
The Corky Meyer Resolution: Hounds vs. Wolves
Here’s what they’re proposing at the NRB:
- Use “trained hounds and handlers” to move wolf packs out of conflict areas
- Claim this is “non-lethal” and more effective than other deterrents
- Cite the February 2021 wolf hunt as proof hounds are “efficient and target-specific”
You remember February 2021. That’s when hound packs killed 218 wolves in 72 hours – 83% over quota – and crashed Wisconsin’s wolf population by up to 42%.
Now they want to call that a management success and expand it.
This Is Setting the Stage
The resolution was deliberately introduced before federal delisting because, as they openly admitted, “the regulatory process takes time” and they want these tools “in place should wolves be removed from federal protection.”
Translation: The moment HR 845 passes and wolves lose ESA protections, they’re ready to unleash the hounds on a population being driven down to whatever arbitrary cap the legislature sets.
The Players:
Rob Bohmann – Wisconsin Conservation Congress Chair who blocked anti-hounding resolutions and eliminated the democratic “3:2 rule”
Tashina Peplinski – Daughter of deceased hound hunter Corky Meyer, who has fought for years to increase compensation for dogs killed by wolves
Randy Johnson (DNR) – Endorsed the hound resolution, comparing it to bear and mountain lion hazing programs
Sen. Rob Stafsholt & Rep. Chanz Green – Authors of SB665, the wolf population cap bill that just passed Senate
Their “Evidence” Is Your Nightmare
They claim necropsies from the 2021 wolf hunt showed “no evidence of contact between wolves and hunting dogs.”
We have sworn affidavits documenting the opposite: Wolves torn apart, hound packs running for hours, complete chaos in wolf territory.
But facts don’t matter when you control the committees and the legislature.
What We’re Up Against:
- ✓ February 11 – SB665 passes Wisconsin Senate (19-14), mandating wolf population cap
- ✓ February 18 at 11 AM – DEADLINE TO REGISTER TO TESTIFY AT NRB
- ✓ February 25 NRB Meeting – Bohmann presents Spring Hearing agenda including hound resolution
- ✓ Next – SB665 moves to Assembly for vote
- ✓ April 13-15 Spring Hearing – Public votes on hound resolution AND bobcat night hunting
- ✓ Coming Soon – HR 845 federal delisting moves to Senate
- ✓ End Result – Wolves chased by hounds year-round, bobcats hunted at night, maximum exploitation of all wildlife
We Need $1,000 Today To:
- Mobilize testimony for the February 25 NRB meeting
- Fight SB665 in the Assembly before it reaches Gov. Evers
- Organize opposition for the April Spring Hearing in all 72 counties
- Counter the propaganda that hound harassment is “humane” or night hunting is “ethical”
- Document the real science on wolf hazing and bobcat population impacts
- Prepare legal challenges to both the cap bill and the hound resolution
- Coordinate testimony and provide talking points for NRB speakers
- Fight back against the complete hunter capture of Wisconsin wildlife policy
This Is About More Than Wolves and Bobcats
This combined strategy is the blueprint for permanent persecution of all wildlife in Wisconsin. If they succeed:
- Legislature sets artificially low wolf population caps
- Any landowner can call for hounds to “move” wolves
- Bobcats can be hunted at night with calls
- No accountability for wildlife suffering
- No limit on exploitation
- Complete circumvention of science-based management
It’s the February 2021 wolf hunt all over again – but never-ending, year-round, expanded to more species, and sanctioned by law.
We’re Running Out of Time
The Conservation Congress eliminated democratic processes. They stack committees. They vote down our resolutions before they reach the public. The Legislature just passed a wolf cap bill while most people weren’t paying attention.
But we can still fight at multiple levels.
We need bodies at the NRB meeting – VIRTUALLY OR IN PERSON. We need pressure on Assembly members. We need expert testimony. We need litigation resources. We need to flood every public comment period.
And we need money to make it happen.
Your Gift Today:
- $25 – Covers testimony prep and talking points for one speaker
- $50 – Funds research and fact sheets for NRB members and Assembly legislators
- $100 – Supports organizing in 5 counties for Spring Hearing opposition
- $250 – Covers our attorney’s review of the cap bill and hound resolution
- $500+ – Funds comprehensive campaign across all 72 counties plus legislative advocacy

The Wolf Population Cap Bill: SB665
Wolves
Here’s what they’re proposing at the February 25 NRB meeting:
- Use “trained hounds and handlers” to move wolf packs out of conflict areas
- Claim this is “non-lethal” and more effective than other deterrents
- Cite the February 2021 wolf hunt as proof hounds are “efficient and target-specific”
You remember February 2021. That’s when hound packs killed 218 wolves in 72 hours – 83% over quota – and crashed Wisconsin’s wolf population by up to 42%.
Now they want to call that a management success and expand it.
Why They’re Doing This Now
The resolution was deliberately introduced before federal delisting because, as they openly admitted, “the regulatory process takes time” and they want these tools “in place should wolves be removed from federal protection.”
Translation: The moment HR 845 passes and wolves lose ESA protections, they’re ready to unleash the hounds on a population being driven down to whatever arbitrary cap the legislature sets.
The Players Behind This Attack:
Rob Bohmann – Wisconsin Conservation Congress Chair who blocked anti-hounding resolutions and eliminated the democratic “3:2 rule” that let citizens bypass hunter-dominated committees
Tashina Peplinski – Daughter of deceased hound hunter Corky Meyer, who has fought for years to increase compensation for dogs killed by wolves and expand hound hunting opportunities
Randy Johnson (DNR) – Large Carnivore Species Specialist who endorsed the hound resolution, comparing it to bear and mountain lion hazing programs in other states
Sen. Rob Stafsholt (R-New Richmond) & Rep. Chanz Green (R-Grand View) – Authors of SB665, the wolf population cap bill that just passed the Senate and is heading to the Assembly
Chris Vaughan – Wisconsin State Director for Hunter Nation, testified at SB665 hearing complaining about “social carrying capacity” and demanding hard population numbers
Their “Evidence” Is Your Nightmare
They claim necropsies from the 2021 wolf hunt showed “no evidence of contact between wolves and hunting dogs.”
We have sworn affidavits documenting the opposite:
- Wolves torn apart by multiple hound packs
- Hounds running for hours in wolf territory
- Complete chaos and lack of regulation
- 86% of wolves killed by hound hunters
- Population crash of 33-42% in one season
But facts don’t matter when you control the committees, the legislature, and the Conservation Congress.
The Complete Timeline of Attacks
- February 2021 – Hound hunters kill 218 wolves in 72 hours, crash population
- 2023 – WCC eliminates “3:2 rule” blocking anti-hounding resolutions
- June 2025 – GLWA files petition to list wolves under state ESA
- December 2025 – Corky Meyer hound resolution passes WCC Wolf Study Committee
- December 18, 2025 – HR 845 passes U.S. House (federal delisting)
- February 11, 2026 – SB665 passes Wisconsin Senate (19-14)
- February 25, 2026 – NRB hears Spring Hearing agenda including hound resolution
- April 13-15, 2026 – Public votes on hound resolution and bobcat night hunting
- Coming Soon – HR 845 moves to Senate, SB665 to Assembly
What This Means for Wisconsin Wildlife
This combined strategy is the blueprint for permanent persecution of all wildlife in Wisconsin. If they succeed:
- Legislature sets an artificially low wolf population cap (likely 350 wolves)
- Any landowner can call for hounds to “move” wolves
- No regulations on how long hounds could pursue wolves
- No accountability for injuries to wolves or dogs
- No limit on how many times the same pack could be chased
- Hunters can then kill whatever’s “over” the cap
- Bobcats hunted at night with calls
- Complete circumvention of ESA protections through “non-lethal” + “adaptive management” loopholes
It’s the February 2021 hunt all over again – but never-ending, year-round, and sanctioned by law.
Why We Can Still Win
The Conservation Congress eliminated democratic processes. They stack committees. They vote down our resolutions. The Legislature passed a wolf cap bill while most people weren’t paying attention.
But we can still fight at multiple levels:
- NRB Testimony – Flood the February 25 meeting (register by Feb 18)
- Legislative Pressure – Contact Assembly members to oppose SB665
- Spring Hearing – Vote NO on both resolutions April 13-15
- Legal Challenges – Prepare litigation against both measures
- Public Education – Expose the coordinated attack on wolves
- Federal Advocacy – Fight HR 845 in the Senate
We need bodies at the NRB meeting. We need pressure on legislators. We need expert testimony. We need litigation resources. We need to flood every public comment period.
And we need money to make it happen.
Your Gift Makes This Possible:
- $25 – Covers testimony prep and talking points for one speaker
- $50 – Funds research and fact sheets for NRB members and Assembly legislators
- $100 – Supports organizing in 5 counties for Spring Hearing opposition
- $250 – Covers our attorney’s review of the cap bill and hound resolution for legal vulnerabilities
- $500+ – Funds comprehensive campaign across all 72 counties plus legislative advocacy
In the coming weeks, the next generation of wolf pups will be born in Wisconsin’s forests.
They’ll be born into a world where:
- The legislature wants to cap their population at unsustainable levels
- Hound hunters want to chase them “for their own good”
- Politicians are racing to strip their federal protections
- Bobcats will be hunted at night with calls
- Every level of government is working to maximize wildlife killing
We’re the only thing standing between those pups – and all wildlife – and this coordinated assault.
Rob Bohmann, Rob Stafsholt, Chanz Green, and the Conservation Congress bet you won’t pay attention. They’re counting on you to miss the deadlines. They assume wildlife advocates are too busy or too broke to fight on multiple fronts simultaneously.
Prove them wrong.
IF EVERYONE WHO RECEIVES THIS SHOWS UP, WE WIN.
If everyone who can donate gives even $10, we hit our goal.
If everyone forwards this to three friends who care about wildlife, we multiply our power.
For the wolves, bobcats, and all wildlife,
